The meaning of "AltGr" is unclear to most people, even computer experts, but IBM unequivocally says here and here that it is an abbreviation for "alternate graphic".
(Some of those who needed this were people using non-US software on systems with US keyboards.) Windows combats it by allowing all keystroke combinations involving AltGr to be duplicated by employing keystroke combinations using Ctrl+Alt in its place.
It is for this reason that Ctrl-Alt should not be used as a modifier in Windows keyboard shortcuts (see external link below).

 xvkbd - Virtual Keyboard for X Window System
In the default, xvkbd will temporary jump the pointer to the focused window, if input focus is set explicitly via Focus button, and XTEST extension is to be used to simulate keyboard events.
If Mode_switch is not defined in the modifier table but ISO_Level3_Shift is defined, xvkbd now attempt to add Mode_switch as the same modifier with ISO_Level3_Shift.
This is useful when you want to make the xvkbd window very small.

The only drawback I notice is that Word now thinks all input is in Russian, marks paragraphs appropriately and starts complaining at English words.
Sometimes a program accidentally uses Ctrl+Alt as a shortcut modifier and they get bug reports like, "Every time I type the letter 'đ', the program thinks I want to start a mailmerge."
Any idea why AltGr + Del doesn't bring up the Task Manager?

In Red Hat Linux 8.0, many users of international keyboard layouts are experiencing severe problems with using the AltGr key, both in console mode and in X mode.
Please don't interpret this as some sort of criticism of Speakup or it's inclusion in the Linux kernel; I fully understand the need for it, and am in fact currentlying taking an entry-level university course in deploying assistive technologies, so as to learn more about what solutions are needed.
But there has to be a way of enabling Speakup use without rendering the AltGr key, and hence the keyboard layouts used in large parts of the world, unusable at the same time.

And if you create a custom keyboard with MSKLC, consider putting one of the graphical BOX DRAWING characters in the ALTGR state somewhere, so that you can be one of the cool people that makes the AltGR key meaningful again.
To answer your question, not completely (they are just overloading it for important functionality), but it is a perfect overloading of the key since obviously they did not need the AltGR key for anything else.
The key is to think about the keyboards and/or the shortcuts you create in the larger context of where you may either step on others or be stepped upon by them.

The extensions are made is such a way that they can easily memorised for the users that need them.
Letter A is here used as an example, and can be replaced with the other base letters that create available combinations.
Please note that not all combinations of base letters and diacritical marks are available (since many of them are not used in any language) and no character codes are assigned to such precomposed combinations.

When I connect to my server by xdmcp from a Terminal X or from a pc under windows with a X server(Chameleon), the altgr doesn't work with all graphical applications(mozilla, redhat-config-xxxx, etc...) but it works with a xterm or with nedit.

Under X (the graphical system you're using), this means the Mode_switch modifier (to be mapped to AltGr) with the E key (keycode 26), to be mapped to the EuroSign symbol.
A commonly chosen key combination is AltGr + E. The instructions below explain how to map that key combination, but you can choose any other one you like, for instance if you don't have an AltGr key :)

I have checked in applications VStudio 6.0 and MS Office 2000 AltGr+ and there is the handling correct.

The way to solve this problem is make xkb believe that the apple key is actually an altgr key.
Anyway, the apple key didn't have states, so when pressing and holding it, it behaved like I was pressing it continuously (like holding down a character key).

For the record, Petr found a solution for this one, too.
For whatever reason, xev gives the following for altgr (right alt) these days: state 0x0, keycode 113 (keysym 0xfe03, ISO_Level3_Shift), same_screen YES, ^^^ Adding xkeymap.keycode.113 = 312 into /etc/vmware/config or into the per guest.cfg lets altgr work again with vmware 3.2.1.

Probably most keyboards on Linux boxes don't have it, since they use standard keyboards with few neat keys -- maybe even a Micro$oft one that certainly has no AltGr.
But Jason's response suggests that Linux is often set up when using these keyboards to that the right-hand Alt key will run as AltGr.
That said, even my Sun isn't set up to use AltGr this way.

AltGr key) is used to generate additional characters.
In most cases, you can still use either ALT keys except when the right one is used to generate a special character that is not part of the default keyboard layout.
The end result is actually a superset of the typical US keyboard layout in that you can access all of the US characters typically available plus a whole bunch of additional characters like accented characters those mentioned above.

As far as i understand, we can save RightAlt functionality for some keymaps, by setting condition if((mod and B_COMMAND_KEY) andand !(mod and B_LEFT_OPTION_KEY)).
