 NFPA Response to Vendor Questions
Consequently, not only does the code address every aspect of design and construction of buildings and structures, NFPA 5000 is also the first model building code to mandate consideration offirefighter safety as part of the building construction process.
The base document for the first draft of the NFPA building code in 1999 was the 2000 edition of the NFPA 101 Life Safety Code and the structural provisions of the 1998 EPCOT Building Code.
These provisions describe unsafe buildings, establish the authority the code enforcer, provide inspection requirements, notice requirements, recording requirements, provide means of appeal and set forth provisions for emergency action.

In the battle to reign supreme as the national model building code, at least on paper, the International Code Council's (ICC) International Building Code (IBC) appears to be winning by a wide margin.
Tim Walocha, a practicing building inspector in Cary, Ill., said that building inspectors who are used to a certain code, and a level of service for the corresponding code agency, have no real incentive to move into a new environment.

The code permits the use of ASCE 7-02 (2002 edition), "Minimum Design Loads for Buildings and Other Structures."
The code's purpose is to provide minimum design regulations to safeguard life, health, property and public welfare, as well as minimize injuries, by regulating and controlling the permitting, design, construction, quality of materials, use and occupancy, location and maintenance of all buildings within jurisdictions where the code is adopted.
However, considering the code's wind-resistance requirements, which do not permit aggregate-surfaced roof systems on buildings higher than 60 feet (18 m), roof system options available for use on high-rise buildings in hail-prone regions significantly are limited.
