Freescale (previously Motorola Semiconductor) have concentrated on the embedded market where low power consumption rules rather than absolute maximum performance, thus the clock speed has not soared like the Pentium 4 but then neither has pipeline length or the power consumption.

I've found it helps conserve battery life if you dim the screen (the screen uses up to 2/3 of the power consumption) and turn off the Airport when you are not connected to a wireless network.
Putting the computer to sleep is in most cases better than shutting down since rebooting the machine requires a ton of power from hard drive usage.

They are talking about CPU cycles, not electrical power consumption.
Compared to how many watts the rest of the system's pulling the difference in power consumption between an 'idling' CPU and a fully loaded one isn't that great.
Note that the power increase for the CPU from idle to 100% utilisation is a fraction of the overall PC power load.

Appliances such as computers, whose consumption of power varies widely and can be reduced with energy-conscious configuration, give you hardly any clue about how much power they consume at any point in time.
While I originally thought that disk activity had a major influence on power consumption, the effect is barely noticable.

My current config is: pcm-4822 (16mb, 486dx4100) pcmcia card (intend to use with webgear aviator2.4 wlan card) vga / pc104 carrier / POST monitor (external desktop monitor for now) If I let the system idle for 8 seconds, it pushes the cpu into "idle" mode and power consumption drops by 2 watts or so.
Okay, so I've got the advantech pcm-4822 with a 486dx4-100, and the power consumption is really weird on it.
if I hold the backspace key down (key repeat, beeping noises), the power consumption DROPS, at least according to my meter.

The problem seems to have been that most mobos were designed so that their CPU power regulator was fed from +5V PSU and most PSU-s and mobos couldnÂ’t take the wild power consumption changes happening on this +5V rail (check out the max power consumption of a Palomino and see the huge difference).
So, I just made a bold assumption that perhaps all the different K8 chips based on the same core consume roughly equal amounts of power assuming the fequency and I adjusted the Sempron 3100+ voltage to be equal to the ones used on actual A64 chips to extrapolate the consumption on those.
I have not measured this, it is mighty difficult to measure it without doing some serious excercises on a mobo using a soldering iron, because this power is drawn from a +3.3V rail among with all the other chips present on the motherboard.
