There have been a lot of studies on Dvorak's "Simplified Keyboard." The obstacles to the new keyboard were the costs of replacing machines and retraining typists.
Fortunately, the computer keyboard allows us to be of both persuasions, QWERTY and Dvorak, though monoga mously so.
And that's the clincher for me in our increasingly computer stratified society (technological haves and have-nots), where education, whether it be in elementary school or university, often means dragging students to the keyboard for the first time.

But Dvorak designed his layout in the 1930's without the aid of computers.
And it quickly became clear that putting the vowels on the home row of the left hand, which is a cornerstone concept of the Dvorak layout, was not seen by the algorithm as optimal.
That looks way more usable to me. But (perhaps not surprisingly), it sure looks a lot like Dvorak, too, and is not quantifiably all that much better, and that advantage is probably less than the level of error in my work estimation function.

 About the Dvorak Keyboard Layout
Dvorak is also extremely conducive to touch-typing, so you don't actually need to buy a new keyboard or relabel your existing one (although I would recommend using typing tutor software during the initial learning stages - learning the layout 'blind' is a bit tricky!)
On all the popular varieties of computer, switching from one keymap to another can be done in software in a matter of seconds (you don't need to buy a new keyboard), and the only cost of switching to Dvorak is the time it takes to learn the layout.
Today, however, few people rely on physical typewriters any more, using instead digital computers.

FYI: Here's a link to an interesting experiment, where somebody attempted to improve on the Dvorak layout using Genetic Algorithms.
I even bought a piece of commercial software that claimed to teach the Dvorak layout.
I know now that one commercial software package, Mavis Bacon Teaches Typing, does have Dvorak lessons.
