although technically true that i implemented the input encoding for the cyrillic in the amsfonts, i was constrained to use the mathematical reviews transliteration, with two distinct outputs required: - when in "transliteration" mode, the output is the transliterated string; - when in "cyrillic" mode, the output is the russian/bulgarian/ ukrainian/serbian/etc. original.
An alternative could be to use Emacs which provides cyrillic (and other) input methods for latin keyboards.
Even today, the only freely available CM-compatible Cyrillic fonts in Adobe Type 1 format are the AMS Washington Cyrillic fonts.

Sometimes the locale even goes beyond and points to deeper differences such as the type of writing system (for example, Classical Mongolian versus Cyrillic Mongolian, or Azerbaijani Arabic versus Azerbaijani Cyrillic).
In addition to linguistic differences, the locale also often indicates possible variations on how to process data: Currency, numbers, date/time formatting, sorting, and character uppercasing and lowercasing are some of the locale-specific areas.
