GNU General Public License - Wikipedia, the free encyclopedia
Note that the copyleft only applies to the software and not to its output (unless that output is itself a derivative work of the program); for example, a web portal running a modified GPL content management system is not required to distribute its changes to the underlying software.
An unintended side-effect of the GPL delineating between "internal" derivative code and "external" linked libraries has been a pronounced tendency for software developed under this license to grow increasingly monolithic.
As of April 2004, the GPL accounted for nearly 75% of the 23,479 free-software projects listed on Freshmeat, and about 68% of the projects listed on SourceForge.

Frequently Asked Questions about the GNU GPL - GNU Project - Free Software Foundation (FSF)
Most GNU software packages use the GNU GPL, but there are a few GNU programs (and parts of programs) that use looser licenses, such as the Lesser GPL.
Once GPL version 3 is available, the developers of most GPL-covered programs will release subsequent versions of their programs specifying "Version 3 of the GPL or any later version".
Strictly speaking, the GPL is a license from the developer for others to use, distribute and change the program.

Guest editorial: Enforcing the GNU GPL
The GPL only obliges you if you distribute software made from GPL'd code, and only needs to be accepted when redistribution occurs.
But the GPL, the legal device that makes everything else possible, is a very robust machine precisely because it is made of the simplest working parts.
The goal of the Free Software Foundation in designing and publishing the GPL, is unfortunately unusual: we're reshaping how programs are made in order to give everyone the right to understand, repair, improve, and redistribute the best-quality software on earth.

 GNU's Not Unix!
Most of the GNU tools are a standard part of all Linux systems, There is also lots of other free software (copylefted or otherwise) that has been written, check out the Linux Software Map.
Gnuplot is not GNU software (the name is coincidental), but GNU does distribute it.
Manuals for GNU software are available at several places on the web, including Delorie Software (this looks to be the most comleat), Ohio State, Virginia Tech and Cambridge University.

The History of the GNU General Public License
First, the GPL comes from the philosophy of Richard Stallman and the GNU Project.
Gosling initally allowed free distribution of the Gosling Emacs source code, which Stallman used in early 1985 in the first version (15.34) of GNU Emacs.
The new version will appear soon; new GNU programs and new versions of existing GNU software will refer to it to specify their copying conditions.

CNN - Richard Stallman on freedom and the GNU GPL - November 8, 1999
As part of this project, he wrote programs such GNU Emacs and GCC, as well as the GNU General Public License.
This is how the GPL works, pragmatically, to encourage free software development.
I've done business in the world of free software for 14 years now, ever since I began selling tapes of GNU Emacs in 1985, and I agree with Jamie Zawinski (as quoted in Stig's article) that free software and greed are not incompatible -- at least, most of the time they can coexist.

Open Source--The Unauthorized White Papers Chapter 6, The GNU GPL and the Open Source Definition
The license specifically states that certain output from programs will not be considered derivative works requiring use of the GPL for their distribution: binary output from a GPL-protected compiler or data organized by a GPL-licensed database would be examples of this exemption.
Choosing the GNU GPL would have negated the value of exporting code for the community to improve, because the GPL would have prevented the contributed improvements from being used in proprietary products.
Respected for its avowed determination to make all software free, its chief fame is that Linus Torvalds put his Linux kernel under its protection, making it possible for the many contributors to that project to know that their code would remain free for anyone to use, modify, and distribute.

CNN.com - FSF claims Linux company violates GNU GPL - September 18, 2001
The Boston-based FSF opposes the use of software patents and believes they are a "harmful government policy of creating monopolies that restrict computer users," the group said in its statement.
Yodaiken's patent covers "real-time interrupt handling using a software emulation layer for interrupt masking, so that interrupts can be prioritized," the FSF said.
The GNU GPL also states that all improved versions of GPL software must be released as free software.
