GRUB is, according to its developers, alpha-quality software.
This method is more risky than the method used by GRUB because a mis-configured LILO configuration file may leave the system unbootable (a popular way to fix this problem is to boot from Knoppix or another live CD, chroot into the partition with mis-configured lilo.conf and correct the problem).
Grub has a long way to go before I would consider using it, though I like the concept of grub and hope that they can implement these simple features before long.

GRUB will do nicely because it includes a floppy mode, that allows full testing, before committing it to a hard disk.

We haven't faced problems setting up and booting GRUB but there are several known bugs and missing features that might trip you up.

It has recently been brought to my attention by Yoshinori K. Okuji, that the GNU Project developers "strongly recommend that contributors assign or disclaim their copyrights, but that that is not a requirement" and that "if [the contributors/patchers] don't want to do that", GNU developers will still "accept them" (the patches, contributions, etc).
My e-mail to Jason Thomas, which is Debian's GRUB package mantainer, and to Paolo, the author of the splashimage patch got forwarded to the the GRUB bug-brug mailing list and that seemed to get things rolling.
The reason has to do with lawsuits so that should a company/entity violate GPL software belonging to the GNU project, the task of the FSF to carry out a lawsuit would be easier.

Grub is in CVS at syllable/system/sys/boot/grub We cannot get the AFS code back into Grub as they insist that the copyright is signed over to them, and the original author is AtheOS (Kurt Skuen) did not want to do this.
I wonder if it might even be worthwhile to rewrite the necessary code to solve this issue.

Also, there is disk simulation function, which would enable you to treat an image file as floppy/harddisk (it hooks INT13 to do the magic, therefore, it works in systems that honor INT13 drives, this includes all sorts of dos, and in some case, Windows 9X).

Because of the fact that SBP support uses SCSI emulation, the emulated SCSI bus need to be "rescanned" in order to detect the disk and allow /dev/sda1 to be mounted.
For example, I have the SCSI support, PCMCIA support, IEE1394, SBP, and like support built in, but everything else -- including graphics card support, networking device support, and so on -- is built as modules that are stored on the root partition (on the external drive), rather than on the floppy.
With a simple (one-phase) boot procedure, we should be able to build a kernel with the required support, put it on a floppy drive, install a boot loader on the floppy (I use GRUB, but there are other options, such as LILO), then boot with something similar to this (for GRUB):
