 Intel i860 - Wikipedia, the free encyclopedia
The i860 was (along with the i960) one of Intel's first attempts at an entirely new, high-end ISA since the failed Intel i432 from the 1980s.
The Intel i860 (also 80860, and code named N10) was a RISC microprocessor from Intel, first released in 1989.
It was released with considerable fanfare, and obscured the release of the Intel i960 which many considered to be a better design.

In the mid-1980s Intel and Siemens started a joint project to create the BiiN machine, and as a part of this project the i432 was re-built on a RISC core, creating the 960 MC.
The i960 design started as a re-implementation of Intel's failed i432 design of the early 1980s.
Early versions were full CPU designs with an MMU, but this competed head-to-head with their i860 design which was promoted as "the" Intel RISC system, and so the i960 was re-targeted at the embedded market, losing the MMU.

When I was doing i960 support for Intel in the late 90s, there was a rumor floating around about Windows 3.1 being ported to the i960CX and it vastly outperforming the i386.
I ported UNIX to the original i960, but Intel decided not to sell the memory-managed version of the chip (MC) to the commercial market (saying something like the quote you relate), so this went nowhere, and the later i960CA lacked an MMU altogether.
The project was supposedly canned because "we're in the business of selling x86, not 960".
