Another reason to have a stripped-down JRE or one broken down into package chunks is to support devices that you don't necessarily want to use J2ME for because you want 100% compatibility and you have a limited memory, storage, or runtime characteristics.
i don't think that the j2se is bloated at 15MB but I would like to be convinced that this is not suboptimal, and that there is an extensible scheme in place for coping with future expansion..
Surely there is no reason why the JRE couldn't do a dependency check on an application before running it for the first time and prompt the user that APIs they might not have will be downloaded first.
