 OGG vs. LAME
The coding quality of 160 Kbit is much better than that of 128, that is why I recommend to take 160 everywhere where it is possible.
In general, I would recommend 160 Kbit everywhere where it is possible, since the difference between 160 and 128 is not that big in size, but matters a lot as far as quality is concerned.
That is why we set the maximum parameters for both coders.

The bitrates shown below do not correct for this header, and show roughly 1 to 2 kbit/s additional increase because of it.
I don't know what the header sizes are for all the formats, but for ogg it is about 3 to 4 kB.
Overall Rankings: Any overall ranking is highly dependent on the mix of music chosen.

I risk exposing myself to criticism that I am stacking the deck against WMA, but then again, it was Microsoft's own choice to optimize its codec for low bitrates (i.e., 64 kbit/s) at the apparent expense of higher bitrates.
For WMA8, I chose the latest implementation available: the encoder/decoder combination within Windows Media Player 7.1.
Besides that, Microsoft doesn't generally make its older codecs available once the newer versions are out.

Should we use the WMA format promoted by Microsoft which has bitrates comparable to MP3 in quality (though only up to 192 Kbit/s) and makes the same files smaller in size which, at the same time, lacks for ID-Tags and is copy protected?
We have taken the WMA format from Microsoft as it is a direct competitor of the MP3Pro and because it is interesting to look closer at the WMA 8.0.
None of the codecs is close to the original more than by 80%.

 Recommended MP3 Encoder at 128 kbit/s
I tested ABR against plain CBR using peaceful.wav and the ABR-encoded file sounded better (ABX results 15/16).
MP3 codecs not recommended " for programs which properly implement Fraunhofer's VBR (there aren't many).
However, currently this is a two step process and using --scale is a more practical solution.

 Video 800 kbit
I did try to save the file in Quicktime, but the videoquality was worse and the file size was bigger than the wmv format.
Windows Media Player is the most recent video player on the market, but it is rapidly gaining market share from RealPlayer and Quicktime because it is delivered with the Windows operatings system.
I also tried 1600 kbit/s but there is a transfer rate of about 800 Kbit/s from Denmark to Sweden - so I reduced the file size.

For reasons of which I'm ignorant, the syntax for the "tc" command uses bps for bytes/second.
So, 64000 bytes/second is actually 512 kilobits/second ("512 kbps" in common usage), but is 512 kbit to the "tc" tool.
