However Windows XP/2000 provides its keyboards in the DLL (Dynamic Linked Library) file format which basically means they are compiled files which cannot be modified by the end-user.
I know that it is used by some professionals but far and large the majority of Urdu software users use and prefer the phonetic keyboard layout in one form or another.
However I found a software package called Keyboard Layout Manager which did exactly what I wanted and voila a few hours later I managed to produce a Phonetic Urdu Keyboard Layout for Windows XP/2000.

Dzongkha Unicode Keyboard for Windows XP Based on layout designed jointly by the Dzongkha Development Authority and Department of Information Technology, Royal Government of Bhutan, Chris Fynn has created a Windows XP system keyboard that may be used for input of Dzongkha or Tibetan Unicode text in Microsoft Windows applications.
Once installed, the keyboard can be assigned to any "unused" language on one's computer and is activated by choosing that language through the language bar.
The Dzongkha input method (keyboard) is now assigned to that language and it will appear as "Faroese" or "Konkani" (or whichever language you selected) in your taskbar.

In the United States, the most common keyboard layout for computer keyboards remains the one designed by Christopher Sholes for the original Remington "Type Writer" in 1876.
But Dvorak designed his layout in the 1930's without the aid of computers.
I just can't think of a way in which that could be done, since a keyboard layout is a permutation of a list rather than a selection from a multiset.

Having heard Dvorak's claims, but not the modern-day scientific analysis of his experiments, I decided to switch to the Dvorak layout in the late 1980s, when computer software (specifically version 10 of the X Window System) made it fairly simple to remap the keyboard layout without making any hardware changes.
However, now that most of us use computers (or electric typewriters that don't use levers), the problem of keys jamming is no longer a consideration.
Once my workplace switched from DOS to Windows and I was able to use the Dvorak layout everwhere, those problems vanished and have not returned.

I guess you could take precise measurements of the user's hand and input those, along with the physical specifications of general keyboard layout, but more difficult would be to correctly assess the degree of flexibility possessed by the user.
What I was originally thinking when I read gieds posting was that the keyboard would be physically altered in shape and size according to a GA. This is a much harder problem.
A few initial values changes and a disabled man with one hand or 3 fingers could have an optimal layout generated.
