 Encyclopedia: Modifier key
In computing, a modifier key is a special key on a computer keyboard that modifies the normal action of another key when the two are pressed in combination.
On some computer systems, a compose key is a key which is designated to signal the software to interpret the next keystrokes as a combination in order to produce a character not found on the keyboard.
Categories: Computer keys In computing, a control character or non-printing character, is a code point (a number) in a character set that does not, in itself, represent a written symbol.

When the user presses the modifier key, a character input engine executing on mobile computing device 100 determines which of the special characters associated with the regular character should be inputted.
Pressing multiple keys is often difficult for users to perform, especially on a small keyboard found on many mobile computing devices.
This invention provides a system and method for a user of a mobile computing device to input special characters using a modifier key on a keyboard.

 DUMPKEYMAP(1) manual page
For each modifier record, the modifier's name is printed along with a list of scan codes, in hexadecimal format, which generate that modifier value.
Each `key' token in this file defines the position and shape of the key on the keyboard, as well as the associated scan code which that key generates.
For each record, the hexadecimal value of the hardware scan code is printed, followed by a list of modifier flag combinations and the actual characters generated by this scan code with and without modifiers applied.

This means that the only thing that emacs can reasonably interpret as a "meta" key is a key whose keysym is Meta_L or Meta_R, and which generates one of the modifier bits Mod1-Mod5.
If Meta and Mode_switch both generate the same modifier bit (which is an error), then we don't interpret that bit as Meta, because we can't make XLookupString() not interpret it as Mode_switch; and interpreting it as both would be totally wrong.
Naturally, the designers of the X spec didn't see fit to provide an obvious way to distinguish these cases.
