 Expanding the North American Numbering Plan
Existing 7-digit and 10-digit numbers are algorithmically converted to an 8-digit format, so no numbers are otherwise changed except by addition of a digit to the prefix.
Existing numbers are transitioned by using the reserved digit 9 in the second position of the NPA.
These are not part of any area code, so a switch seeing an initial sequence of 950 or 9x50 will recognize a total access code length of 7 or 8 digits respectively.

Since the introduction of Direct Distance Dialing (DDD) in November 1951, telephone numbers have used the format N0/1X-NNX-XXXX where N is any digit two through nine and X is any digit.
The NANP advocates the use of a prefix method to solve ambiguity problems between seven- and 10-digit calls.
Interchangeable area codes will extend the number of possible area codes from 152 to 792 by allowing the second digit to be any number between zero and nine as opposed to only zero or one.

The North American Numbering Plan Administration (NANPA) is now overseen by NeuStar Inc., who will face the task of adding at least one or two digits to the system within the next 25 years, likely before 2030.
Area codes, or "number planning areas" ending in double digits, such as toll-free 800, 888, 877, and 866, personal 700 numbers, and high-toll 900 numbers, are reserved as Easily-recognizable codes (ERCs) and are not issued to actual areas.
The plans being considered now add a 1 or 0 to the end of the area code or the beginning of the local 7-digit number (or both), which will require mandatory 10-digit dialing (even for local calls) be in place everywhere, well before the transition period.
