Xanadu, a global hypertext publishing system, is the longest-running vaporware story in the history of the computer industry.
The Xanadu hackers may never have produced a working implementation of their design, but they possessed a profound foreknowledge of the information crisis soon to be produced by digital technology.
Xanadu was now more than a grand vision and more than a set of original ideas - it was now a proprietary software package, with its design concepts tied up in a product and its intellectual influence bound tightly to the vicissitudes of the market.

I cannot find any references either to software PADS, but I don't think it is that important to the neural nature of your project.
PADS were more an idea of freeing up and drastically cheapening software development by extending accessibility and making it all leggo like and therefore cheap and transferable.
The important bit of these papers that has direct relevance to web neurons is in the wired article towards the end where it says.

 Orality and Hypertext: An Interview with Ted Nelson
He coined the term "hypertext" and presented a paper on "zippered lists," a key algorithm in his Xanadu system, at a national conference of the Association for Computing Machinery in 1965.
We're having a meeting right now as to how best to put the system on the web because it's still working better than it was in 1992, and as far as I know it can be finished.
Given the dramatic growth of the World Wide Web (which still lacks many key features of the Xanadu system), you would think that Nelson would be accorded the same respect as other scientists and engineers whose work has dramatically entered our lives.

Kane's house is supposed to be like Khan's -- a pleasure palace with everything in it.
