STU-III Secure Telephone Units, Crypto Key Generators, Encryption Equipment and Scramblers
Special protocols (transparent software) are required in both the mobile and land earth stations to facilitate to the use of STU via Inmarsat.
In the case where the STU is being used on a cell phone or satellite phone your best option is to keep the phone in analog mode (a STU, not a STE) and locate the STU a good 6-12 feet away from the antenna.
If the STU is being used in a SCIF or secure facility a cell phone is supposed to be an excluded item, but it is simply amazing how many government people (who know better) forget to turn off their phone before entering controlled areas and thus cause classified materials to be compromised.

 INFORMATION SYSTEMS MANAGEMENT
Communication servers use secure data devices (STU IIIs) as the dial-up interface which are connected to Defense Information System Administration (DISA) routers allowing STU III users to access the SIPRNET.
The key for using a STU III telephone must be kept in a secured (locked) storage area unless being used.
STU IIIs restrict access to authorized users only by use of a Control Access List (CAL) that is loaded into the STU III at the note site.

 AT&T News Release, 1994-03-15, AT&T offers industry's first secure phone trade-in program
ATandT's trade-in prices on the new DOD contract for STU-IIIs with five-year extended warranties are $1,575 for the Surity 1100, for classified applications; $2,575 for the Merlin-compatible 1100; and $2,040 for the Surity 2100, for sensitive, non-classified applications.
"There are still a lot of first-generation STUs in the field, even though they lack the advanced features of our newer STUs," Agee said.
STU users can upgrade to higher data speeds and advanced technology by exchanging their old terminals for new ATandT Surity* Voice/Data Terminals with a five-year extended warranty at NSA pricing.

Access to the MSEWBBS require a Personal Computer (PC) cleared for classified use, telecommunications software, STU-IIIs with data mode capability, STU must also have a serial connection to interface with the PC’s serial port, each user also receives a personal identification and password after proper registration.
The MSEWBBS is comprised of a CPU with 48 ATT model 1910 STU-IIIs equipped with an NSA approved STU III Access Control System (SACS).
The BBS will currently support simultaneous access of 48 users using STU dialup and 72 users using SIPRNET.

PORTSCOM - Reserve Experience Provides Active Dividends
PORTSCOM users typically use MTF, Perseus or Enable to create data, start up the Blast program using a predefined script, initiate a call through the STU-III, go secure and switch over to the data mode on the STU to start the file transfer.
This constantly evolving PORTSCOM system will continue growing to keep up with technology.
On the software front, the possibilities include a move to MS Windows, replacements for Enable or Blast, and applications to add new capabilities such as geography/almanac or ship identification programs.

EETimes.com - Startup looks to commercialize powerful crypto technology
Many STU vendors, using homegrown DSPs and other hardware, stood poised to unleash high-level encryption technologies on the commercial market earlier in the decade.
To date, none of the companies supplying STUs and related secure communications technologies to government customers has announced pending consumer-market versions.
But they were compelled to put those projects on hold when the government demanded a "back door" key that would allow it to decrypt any traffic for law-enforcement and national-security purposes.

These, in turn, replaced less secure voice scramblers. The STU-III is no longer in production, and is being replaced by the STE ( Secure Terminal Equipment), a more modern, all digital system that overcomes many of the STU-III's problems, including the 15 second delay.
Hundreds of thousands of STU-III sets were produced and many are still in use as of 2004.
STU-III replaced earlier voice encryption devices, including the KY-3 (1960s), the STU-I ( 1970) and the STU-II ( 1975).

III WORLD WAR TWO -- Cryptography becomes science By the time the world was slugging it out in the 1940s, Cryptography had reached the level of a science.
STU, for example, stands for Secured Telephone Unit (thanks, Dayglo).
By then, there were elaborate electromechanical means to do encryption even more complicated than what has been described above.

 Security and Videoconferencing
A STU III in non-secure mode and all other phones must not be used except for videoconference trouble calls, when classified conversations have been terminated.
The classified conference rooms that are equipped with STU III or TSG-type accepted phones may stay connected, all other phones must be disconnected.
A STU III in secure mode may be used during a classified conference.

 Inmarsat A versus B
INMARSAT-A provides for toll-quality voice, 9.6 kbps STU-III/STU-IIB voice and data, Group III facsimile rates up to 14.4 kbps, and data rates up to 28.8 kbps or more (depending on the type of modem attached, and other variables).
As fax and modem technology improves, data rates improve on the INMARSAT-A just as they do on dial-up telephone lines.

During the early 1980s, NSA sponsored a development program which resulted in the Secure Telephone Unit (STU) III terminal.
The STU-III looks like a typical telephone but provides end-to-end security between any two STU-III devices, even those manufactured by different vendors.
These secure cellular telephones provide protection against local threats.
