Also, at the moment, installing SVK is a bit difficult, particularly on Windows, but the SVK team said that when Subversion 1.1 comes out they'll work in making installable binaries for Windows.
The SVK team has also added the ability to do star merging, thereby solving the repeated merge problem, which yields functionality at the level of arch.
I'm not sure how to give a one sentence summary of SVK, but one way of describing it is as a meta proxy for version control systems.

However, implementing svk on top of subversion is a very heavyweight way to create a distributed SCM system, far exceeding what it takes to implement a natively distributed SCM system.
Like CVS, subversion by itself is intended to support a centralized repository for developers and doesn't handle decentralized development well; the svk project extends subversion to support decentralized development.
I'm not trying to completely exclude these others from consideration; I just don't have enough time to analyze them too, though for several of them I gathered enough information to decide that I wasn't as interested in learning more.

SVK is a Perl-based, networked, decentralised SCM using the Subversion back-end storage repository but also adding distributed branches, lightweight checkout copy management, and more-advanced merging algoritums.
As with CVS, Subversion follows a centralised development model; this is not a distributed, decentralised SCM, though the SVK extensions adapt Subversion to create one.
As of 2005-04, it was still said to be a bit flaky, probably in part because the composite SVK/SVN system is fairly "heavyweight" (a tall software stack).

The up-and-coming version (already available in beta form) of Subversion resolves some of the current administration problems of the BDB back end with a new file storage system called FSFS, written largely by Greg Hudson, I believe.
As for me, I look forward to the time when tla works well on Windows and has some of its current warts cleaned up.
