However, the distribution of many licenses is considered an attempt to obfuscate the meaning of "Shared Source" and generate support from the free software community.
The first widely-distributed shared source license program is Shared Source CLI, the shared source implementation of the Common Language Infrastructure.
Some people see Shared Source as Microsoft's attempt to profit from the public image of goodwill and volunteer work that follows most free software and open source software projects.

According to Microsoft product manager Jeana Jorgensen, to be eligible for the Premium shared source program, silicon vendors and system integrators had to be gold-level members of Microsoft's Windows Embedded Partner program, and OEM customers had to have purchased at least 50,000 copies of Windows CE during the previous 12 months.

My answer to this question is actually quite simple: the term Shared Source, as people have come to understand the definition around Windows, is having a drag effect on projects released under more permissive terms.
That type of project, to me, is better described by the term "Open Source" than by "Shared Source." Contrast that with Windows - the aforementioned and unfortunate(?) case study for Shared Source as a whole.
The code there is not open, but explicitly shared with preapproved parties and institutions.

All work on Linux is conducted under the General Public License, which says that any code written for the system and distributed beyond the developer must be made available to all at no cost.
Without such a cash flow, Open Source software is certain to splinter into non-conforming systems.

The Rotor code can be used, modified, and re-distributed, for non-commercial experimentation, as a basis for courseware or lab projects, or as a guide for those developing their own commercial ECMA implementations.
Each project is expected to send a delegate to the final workshop to present a short summary paper, to meet and share results with counterparts from other institutions.
Note that, as indicated in the RFP, the award received should cover project and required travel costs including the end of project workshop although accommodation for that event will be covered by Microsoft Research.

Our focus is not on whether or not something meets the OSI definition of “open source.” The focus is instead on whether or not, for that given technology, the community most interested in working with the source code has the ability to accomplish what it needs to.
If all of those separate packages were proprietary they would have never gotten the good packaging they get now, because the author cares about writing good software and doesn't care that every user needs to repeat a number of (documented) steps to install the software on their system.
The term "Open Source" was coined in 1998 by Eric Raymond, Bruce Perens and others as a marketoid-speak with the exact same meaning as what the Free Software Foundation (FSF) calls "Free Software".
