 Phil's VMS Tutorial
The answer is that the VMS operating system is running the tasks in sequence, spending a short period of time on each one, then moving on to the next, and so on through all the tasks that are "runnable", then back round to the original task, and so on.
The VMS operating system, which looks after the machine's hardware, checks whether you are authorized to perform certain actions like accessing files and devices, and allows you to run programs, submit batch jobs and manage your files.
The operating system can be thought of as a special collection of programs which run on the VMS machines all the time, providing a more user friendly way to communicate with the computer.

VMS also provides full support for networking and Dynamic Data Exchange (DDE), enabling direct transfer of measurement data to local and external software and systems, including spreadsheet, database and SPC programs.
View Metrology Software (VMS) effectively bridges the gap between the lab and the production environment by combining high-level functionality with ease of use in one system.
Unlike many other systems, which trade off high-end functionality to deliver so-called "ease-of-use," the VMS programming environment and simple run-time operation combine uncompromised programming robustness along with performance-optimized ease of operation.

OpenVMS (Open Virtual Memory System or just VMS) is the name of a high-end computer server operating system that runs on the VAX and Alpha family of computers developed by Digital Equipment Corporation of Maynard, Massachusetts (now owned by Hewlett-Packard), and more recently on Hewlett-Packard systems built around Intel Itanium CPU.
The Star and Starlet projects culminated in the VAX 11/780 computer and the VAX-11/VMS operating system.

You can't build VMS C-Kermit with Wollongong TCP/IP support using GCC due to the use of "noshare" in the Wollongong header files.
This is because Kermit-32 stores incoming binary files in a format that is not appropriate for VMS executables (variable 510 instead of fixed 512).
Some of these parameters have not been changed since the "average" VMS system was a VAX-11/780 with 1Mb of memory.

NT is still very young compared to VMS, and NT’s developers wrote a lot of the OS’s layered management and application support (e.g., the Win32 environment, the administrative tools, the device drivers) from scratch.
In addition, the idea that Microsoft wants the general public to know that NT’s core is closely based on VMS is unlikely.
Digital's primary design goals for VAX hardware included backward compatibility with PDP-11 processors and enough flexibility that VAX could be the basis for low-end desktop workstations as well as enterprise-level servers.
