The tools for editing, organizing, and publishing weblogs are variously referred to as "content management systems", "publishing platforms", "weblog software", and simply "blogware".
Directory weblogs are useful for web-surfers because they often collect numerous web sites with interesting content in an easy to use and constantly updated format.
Many types of existing software, that pre-date blogging are in effect a type of "blog" software, but the rise of blogging came about due to easy to use blogging software for the masses.

I like how when a weblog has two independent sources on something, it's a "rumor"...
When you can literally get a fast, cheap internet connection anywhere, you don't need a version of Gmail that works offline and so that's not going to drive the development of this WebOS thing you're talking about.
